Liberty Waives Its Rights To Have The Commission Resolve The Company’s Request For A Change In Distribution Rates In Response To Commission Order
Re: Proceeding to consider Liberty Utilities’ electric distribution rate case.
Liberty made responsive filing. Of note, “Liberty hereby waives its rights to have the Commission resolve the Company’s request for a change in distribution rates that is at issue in this docket within 12 months as determined in accordance with RSA 378:6, I(a).”
Previously on February 22, 2024, the NHPUC issued order. Of note, the order: (1) grants Liberty’s motion for an extension of stay of proceeding for the purpose of “the production of an expert consulting report by PricewaterhouseCoopers International Limited (PwC),” on the conditions that: (i) the report “embrace data and analysis for the full calendar year 2023”; and (ii) Liberty waives the 12-month processing deadline; and (2) defers ruling on DOE’s motion to dismiss pending the outcome of this process.
On February 15, 2024, Liberty filed a response to DOE objection.
On February 13, 2024, DOE filed objection to motion to extend stay of proceeding (2/13/24).
As background, The utility proposes to increase rates to yield an annual increase of $15,487,002 in distribution revenues to be effective 7/1/23, a temporary increase in distribution revenues of $6,732,801 annually to be effective 7/1/23, and approval of a three-year forward-looking multi-year rate plan (“MYRP”) for the rate years ending 6/30/24, 6/30/25, and 6/30/26.
Additionally, Liberty proposes (1) to replace its existing Advanced Meter Reading revenue meters with AMI meters, at an estimated cost of $40 million in capital expenditures and $0.25 million in recurring annual operation and maintenance expense; and (2) to introduce full requirements time-of-use (“TOU”) rate options available to residential and small commercial customers.
