Maine Gov Janet Mills Signs New Energy Law

Transfers Responsibilities of the Governor’s Energy Office to the Department of Energy Resources

In Maine, LD 2153 was signed into law.  The companion bill is HP 1442.

This bill transfers the responsibilities of the Governors Energy Office to the Department of Energy.   Among other things the bill makes amendments across Maine energy and environmental statutes to reflect the establishment of the Department of Energy Resources.

The bill updates coordination, consultation, and reporting roles among the Department of Energy Resources, the Public Utilities Commission, and other state agencies for energy planning, procurement, emergency response, and infrastructure siting.

The bill also modifies provisions related to competitive energy procurement, energy cost reduction and storage contracts, nonwires alternatives, and transmission and generation solicitations, including expanded multistate coordination.

The bill also updates state energy storage policy goals by establishing minimum installed capacity targets through 2030 and revises requirements affecting renewable energy development, offshore wind demonstration projects, hydropower review, energy efficiency planning, and state building energy standards.
