PSC Issues Order Denying Pepco’s Rate Increase and Sets Hearing Schedule

On May 27, 2026 the District of Columbia’s PSC issued an order regarding Pepco’s request to increase rates through the implementation of a Multiyear Rate Plan (“MYP”), also referred to as the “Climate Ready Pathway,” for its electric distribution service.

Among other things the order:

(1) denies Pepco’s motion for expedited evidentiary hearing;

(2) holds in abeyance the motions to suspend rates and restore prior rates;

(3) “declines to grant OPC’s requested refunds at this time” given that the vacatur “is procedural, rather than a determination that the rates themselves were unlawful, unjust, or unreasonable”; and

(4) established the remand process and schedule, including directing parties to identify issues of material fact in dispute.

On March 30th Pepco filed its quarterly ROR report quarterly ROR report.

On March 27, 2026 Pepco filed its (annual bill stabilization adjustment report and its
technical conference final report for the Senior Citizen and Disabled Residents Rate Credit.

On March 18th, AARP and Councilmember George filed comments supporting OPC’s motion to suspend rates and restore prior rates.

On March 19, 2026 OPC filed its reply to Pepco’s response to motions to suspend rates.

On March 23rd Pepco filed its surreply.

Disputed issues of material fact filings are due by April 6, 2026.

Prehearing conference scheduled for 5/7/26; evidentiary hearing scheduled for 5/12/26; post-hearing briefs and proposed findings due by 5/22/26.
