Amended Maine Bill Would Require Utilities to Participate in RTO
Updates on House Bill LD2038 (Kessler) is an amended bill that would require Maine transmission and distribution utilities to participate in a regional transmission organization (RTO), except for: (1) consumer-owned utilities; and (2) utilities in locations where the northern Maine independent system administrator administers the retail electricity market.
