PURA Conditionally Approves Eversource’s Rate Adjustment
On March 26, 2026 in Connecticut PURA issued a draft decision in its annual review of the rate adjustment mechanisms of Eversource.
Among other things, PURA annual review of the rate adjustment mechanisms does the following:
(1) conditionally approves changes to Rate Adjustment Mechanisms (RAM) components, including the Non-Bypassable Federally Mandated Congestion Charge (NBFMCC), Transmission Adjustment Clause (TAC), Systems Benefit Charge (SBC), Competitive Transition Assessment (CTA), Electric System Improvements tracker (ESI), and the Revenue Decoupling Mechanism (RDM). The newly adjusted rates will be in effective from 5/1/26 – 4/30/27, subject to further adjustments;
(2) directs the utility to implement the Two-Step Analysis described within Section III.C.4, Interim NBFMCC Rate Adjustment Procedures, of the draft decision; and
(3) notes PURA will revisit the issue of potential cost allocation changes in a future RAM proceeding.
These include bypassable and nonbypassable charges such as the Transmission Adjustment Clause (TAC) rate, Non-Bypassable Federally Mandated Congestion Charge (NBFMCC), Systems Benefit Charge (SBC), and Revenue Decoupling Mechanism (RDM) rates.
