ICC Seeks Comments on Potential New, Expanded, or Uprated Nuclear Generation Facilities in Illinois

The Illinois Commerce Commission (ICC), in collaboration with the Illinois Power Agency (IPA), has opened a Notice of Inquiry (NOI) seeking information from nuclear plant developers on potential new, expanded, or uprated nuclear generation facilities in Illinois, pursuant to Governor JB Pritzker’s Executive Order 2026-01.

The NOI directs specific questions at potential developers regarding a variety of topics including, but not limited to:

  • the size of proposed facilities,
  • expected cost and timeline to bring facilities online,
  • financing options,
  • siting requirements,
  • grid interconnection availability,
  • fueling lifecycle plans, and
  • workforce development.While the NOI is directed primarily to nuclear developers, the ICC welcomes other interested stakeholders to participate and provide information regarding factors that may affect the development, evaluation, or potential impacts of such facilities in Illinois.

Initial stakeholder comments must be filed by May 11, 2026. Submission of reply comments must be filed by June 8, 2026.

Questions and additional information about 26-NOI-01 can be found on the ICC website. A NOI is not a rulemaking, and information gathered may or may not be used to support a future ICC rulemaking or other ICC actions.
