ORDER ON CONTINUATION OF SUPPLIER
LICENSE RENEWAL APPLICATION AND PROCESS
This Order addresses the continuation of the implementation of licensure renewal requirements for retail suppliers, as required by Senate Bill 1 (2024) (“SB 1”).1
1 Md. Laws 2024, Ch. 537, effective Jul. 1, 2024. On December 17, 2024, the Commission issued a notice approving staggered license renewal deadlines for retail supplier licenses expiring in 2025, and directed that January 15, 2025 would be the renewal application deadline.2

The Commission’s directives included a limited delegation to its Technical Staff (“Staff”), including notification to retail suppliers regarding license expiration, application processing and revocation hearings.3

To provide additional guidance to Staff regarding upcoming retail supplier license renewals this year, the Commission hereby imposes dates for license expiration and application renewals as set forth below.
COMMISSION DECISION
In Order No. 91510, the Commission staggered, throughout 2025, the license expiration dates for the first batch of residential suppliers with licenses expiring in 2025.
The process for the second batch of residential suppliers shall be similar, wherein the licenses of the residential retail suppliers listed in Exhibit A, attached to this Order, shall expire throughout 2026, at dates reflected in the Exhibit.4

The Commission hereby directs that the final expiration date for a residential supplier slated for renewal in 2026 shall be October 30, 2026. The renewal filing deadline for all residential retail suppliers listed in Exhibit A shall be May 29, 2026. Staff shall notify any of the retail suppliers in Exhibit A, that have not filed for renewal by May 29, 2026, that the supplier’s license will be revoked pending a hearing.
The Commission reminds Staff of its delegated authority to approve license renewals and license relinquishment of those applications that meet certain requirements, under Order No. 91922. Finally, the Commission maintains that the license renewal fee shall be $1,000 per license. Suppliers offering both electric and gas supply must apply for two separate licenses and pay a total of $2,000.
IT IS, THEREFORE, this 22nd day of April, in the year Two Thousand Twenty-Six, by the Maryland Public Service Commission, ORDERED:
(1) that the second batch of one-third of residential retail suppliers with existing licenses, as listed in Exhibit A, shall apply to renew their licenses by May 29, 2026, and pay a license renewal fee of $1,000 per application;
(2) that the residential retail supplier licenses for the second batch of one-third of residential retail suppliers shall expire at the dates listed in Exhibit A; 3
(3) that Staff shall notify any of the retail suppliers in Exhibit A, that have not filed for renewal by May 29, 2026, that the supplier’s license will be revoked pending a hearing, as described above; and
(4) that Staff shall send a revocation hearing notice to any retail supplier in Exhibit A whose license renewal has not been approved by the expiration date.
