PUC Stands By Its Rejection of City’s Fuel Cell Project

On April 17, 2026, PURA denied the City of Ansonia’s motion for reconsideration of PURA’s decision to reject its proposed fuel cell project.

in its order PURA said, “Pursuant to the NRES Program rules and General Statutes § 16-244z(a)(2), the EDCs solicit NRES projects and file them with the Authority for approval. The Authority does not directly modify the terms of tariff agreements resulting from NRES Program procurements, including project generation capacity. Accordingly, the Authority declines to modify the Project’s tariff agreement to downsize the project from 2.925 MW to 2.695 MW. Ansonia and UI may agree to downsize the Project and resubmit a revised tariff agreement to reflect the change. At that time, the Authority would consider the Project’s tariff agreement for approval, provided that the downsized capacity falls under the combined statutory MW available for both EDCs.”
