Staff Seeks Comments on ERCOTs Request for Good Cause Exception for Capacity, Demand and Reserves Report and Load Forecasts

On May 19, 2026 Staff of the Texas Public Utility Commission (PUC) issued a memo seeking comments for ERCOT’s requests for good cause exceptions for Capacity, Demand, and Reserves Report and Regional Transmission Plan that were previously filed on May 18, 2026.

Staff is also seeking comments on ERCOT proposal to adjust load forecast.

As noted above, ERCOT’s filing “includes two separate but related requests for good cause exceptions pursuant to 16 Texas Administrative Code (TAC) § 25.3(b) in order to deviate from the ERCOT Protocols and Planning Guide requirements:

(1) to request an exception to not perform a Capacity, Demand, and Reserves Report (CDR) for May 2026; and

(2) to request an exception to not perform the Regional Transmission Plan (R-TP) for 2026.

These requests are related to ERCOT’s proposal to adjust the Preliminary Long-Term Load Forecast (LTLF), which is being filed simultaneously in Project No. 59772.

Each of these requests for an exception for good cause is further described herein. For the convenience of the Public Utility Commission of Texas (Commission), a Draft Proposed Order is attached that would grant the requested relief (Attachment A).”

Comments should be organized in a manner consistent with the organization of ERCOT’s filed request and filed by June 1, 2026. The commission will consider these comments in deciding whether to grant the exceptions at the June 18, 2026, open meeting.
