PUCT Staff seeks comments in PUC Project 54445 regarding  review of protocols adopted by the Independent Organization that were approved on June 2, 2026 the Electric Reliability Council of Texas (ERCOT) Board of Directors.

“The ERCOT Board approved a number of revisions to the ERCOT Protocols, including NOGRR282 , Large Computational Load Ride – Through Requirements . During the stakeholder process for NOGRR282, some stakeholders questioned whether ERCOT has the authority to impose operational standards on pure retail customers. Commission Staff requests that interested parties file comments addressing ERCOT’s authority to impose the standards approved in NOGRR282 by 5pm on June 12, 2026. Comments should be filed in Project No. 54445.”

In ERCOT’s notice recommending approval of revision requests By ERCOT Board Of Directors notes the following:

“Effective June 8, 2021, rules adopted by Electric Reliability Council of Texas, Inc. (ERCOT) under delegated authority from the Public Utility Commission of Texas (Commission) are subject to Commission oversight and review and may not take effect before receiving Commission approval.

At its meeting on June 1-2, 2026, the ERCOT Board of Directors (Board) recommended Commission approval of the following proposed revisions to the following Nodal Protocol Revision Request (NPRR) and Planning Guide Revision Request (PGRR). Additionally, the Batch Zero revision requests are being submitted for Commission review at the June 18, 2026 PUC Open Meeting on an expedited basis.

• NPRR1325, Related to PGRR145, Batch Zero Process for Large Load Interconnections – URGENT
• PGRR145, Batch Zero Process for Large Load Interconnections – URGENT Included for Commission review are the Board Reports-each of which includes an ERCOT Market Impact Statement-and ERCOT Impact Analyses for these Revision Requests.
