Joint Nuclear Policy Options Paper Released

In a press release the New York State Energy Research and Development Authority (NYSERDA) and the Department of Public Service (DPS) announced the joint publication of an Advanced Nuclear Policy Options Paper.

“The Options Paper released today represents one component of and is an important first piece of the Master Plan for Responsible Advanced Nuclear Development in New York (Advanced Nuclear Master Plan). The Advanced Nuclear Master Plan is under development and expected to be published by the end of 2026. The Options Paper is also being filed to support yesterday’s Public Service Commission (PSC) Order Establishing a Nuclear Reliability Backbone Process.”

“The Options Paper contains an evaluation of the policy mechanisms to support new grid-scale advanced nuclear projects, including assessing barriers to commercial viability, risk management, potential financial support and funding, technology selection and procurement approaches that can support viable projects. Today’s announcement contributes to Governor Kathy Hochul’s 2026 State of the State directive to facilitate the development of a total of five gigawatts of new firm, emission-free, nuclear power.”

“The Options Paper contains a broad range of issues that can be considered by the PSC and other state entities. It is available for download on NYSERDA’s Advanced Nuclear website and the DPS Document and Matter Management (DMM) website.”

Interested parties may submit comments through DMM by August 10, 2026 on the issues raised in the Options Paper and other issues and questions included in the PSC Order Establishing a Nuclear Reliability Backbone Process.
