Program Administrator Sends Next RFP for New Jersey’s Clean Energy Program
As part of NJBPU’s ongoing implementation of Governor Sherrill’s Executive Orders 1 and 2, New Jersey’s clean energy laws, and the state’s long-term energy planning goals, the New Jersey Board of Public Utilities (NJBPU) has authorized the release of a Request for Proposals (RFP) to select the next Program Administrator for New Jersey’s Clean Energy Program™ (NJCEP).

NJCEP is New Jersey’s main clean energy program, serving customers across all service territories of the state’s investor-owned electric and gas utilities. The new contract is expected to run for five years and will be procured through the New Jersey Division of Purchase and Property.
Established under the Electric Discount and Energy Competition Act, NJCEP has served for more than 20 years as New Jersey’s primary vehicle for advancing energy efficiency, renewable energy, and other clean energy initiatives.
The Program Administrator is responsible for day-to-day program operations, contractor oversight, program reporting, incentive processing, and stakeholder engagement. Under the new contract, the selected administrator will oversee a broad portfolio of programs, including:
Energy Efficiency
- Local Government Energy Audit Program
- Large Energy Users Program
- Combined Heat and Power-Fuel Cells Program
- New Construction Program
Renewable Energy
- Successor Solar Incentive Program
- Community Solar Energy Program
- Dual-Use Solar Energy Pilot Program
- Remote Net Metering Program
The administrator will support program implementation, process applications, track projects, and help ensure programs remain effective and responsive to New Jersey’s evolving clean energy needs.
