PUCO Denies PALMco Energy’s Certification as Retail Energy Provider
Applicant not managerially fit to comply with PUCO rules and orders
On July 8, 2026 the Public Utilities Commission of Ohio (PUCO) issued an order denying the applications of PALMco Energy OH, LLC and PALMco Power OH, LLC, seeking certification as competitive retail electric and natural gas service providers in Ohio. PALMco applied for certification to provide services to industrial and large commercial customers.
In its order, the Commission notes that at least 10 enforcement actions have been brought against PALMco and its affiliates in the 14 other jurisdictions in which they operate and therefore are not managerially fit to comply with PUCO rules and orders.
In 2021, the PUCO adopted a settlement agreement resolving PALMco’s multiple alleged marketing violations. Under the terms of the agreement, PALMco provided more than $1 million in relief to residential customers through refunds and debt forgiveness. PALMco’s owners, officers and partners were then barred from doing business in Ohio’s residential retail energy markets for seven years and industrial and commercial markets for five years.
