PSC Issues Order Directing Electric Utility to File Revised Cost Estimates For Grid Modernization
On July 27, 2026, the DC PSC issued Order No. 23129 directing the Potomac Electric Power Company to release $516,000.00 from the MEDSIS Pilot Project Fund Subaccount to Ecogy Energy within fifteen (15) days from the date of this Order.
As background, as a condition of the PHI-Exelon Merger, a MEDSIS Pilot Project Fund of $21.55 million was created to fund grid modernization projects to benefit District ratepayers.2 In Order No. 20286, the Commission established the Pilot Projects Governance Board (“Board”) to recommend pilot projects and develop Requests for Proposals (“RFPs”), which would be submitted to the Commission for issuance. Responses to the RFPs would be reviewed and ranked by the Commission, which would then select an offeror and award a contract for the pilot project utilizing pilot project funds.
Pepco revised cost estimates due by September 13, 2026. Comments due by October 12, 2026 and reply comments due by November 12, 2026.
On July 31, 2026 Pepco filed its semiannual transportation electrification report.
As background the DCPSC opened this case “to identify technologies and policies which can modernize [the] energy delivery system to increase sustainability, cost effectiveness, efficiency, and reliability.” This appears to be like the REV proceeding in New York. Issues to be considered include energy storage, electric vehicles, and distributed energy.
