PSC Issues Integrated Distribution System Planning Order

On July 29, 2026 the District of Columbia PSC issued order regarding integrated distribution system planning (IDSP) for electric utilities.

Among other things the PSC: (1) denied OPC’s motion to direct Pepco to file a proposed IDSP and updated Planning Criteria Framework prior to working group completion of Phase I, given that “Phase 1 is intended to develop the requirements, planning criteria, reporting elements, analytical methods, and stakeholder expectations that will govern Pepco’s initial IDSP”; and (2) grants in part and denies in part “District of Columbia Climate Action’s Motion concerning the IDSP Working Group process”: (i) granting the “request for a six-month extension of Phase 1”; and (ii) denying the “request to suspend the IDSP WG, replace the existing draft framework with a newly compiled framework, or shift primary facilitation responsibility from the Consultants to Commission Staff,” finding that “restarting the process would [not] produce benefits commensurate with the resulting delay, duplication of effort, and additional cost.”

Next steps include the consultant’s initial outline for Phase I draft report due by August 13, 2026 and comments on initial outline due by August 28, 2026.

IDSPWG Phase I report now due by February 10, 2027.
