Utility Proposes Wholesale Full Requirements Service Agreement and RFP for its 2026-2027 Standard Offer Service Solicitation
Pepco filed a report to the District of Columbia PSC updating its agreement and RFP for WFRS advising that supplier residential and small commercial full-requirements wholesale offers incorporate a $329.35 capacity proxy price for months where the base residual auction (BRA)-based Zonal Net Load Price for capacity is unknown. Pepco said that the procurement will not be affected by its recently approved power purchase agreement (PPA).
In the utility’s cover letter, Pepco noted that PPAs will begin affecting supplier RPS obligations in 2027, and requested DCPSC consider “all necessary changes” to enable it to procure sufficient RECs to fulfill RPS obligations for SOS load.
