Energy Efficiency and Demand Response Technical Manual Now Available

The New Jersey BPU issued order providing PY6 technical reference manual (TRM) updates.
As background, the New Jersey BPU opened this proceeding regarding the second triennium of energy efficiency (EE) and peak demand reduction (PDR) programs as directed by the New Jersey Clean Energy Act of 2018 (CEA).
“Staff integrated recommendations from more than sixty (60) evaluation studies into the proposed PY6 TRM including”:
Among other things, the order notes the following:
- “Hundreds of measure-specific net-to-gross ratios, in-service rates, and realization rates were updated based on evaluation study results”;
- “Nearly one-hundred updated equation input parameters, including important updates to operating hours by business types, and clarification of business type classifications,” such as “cooling degree day assumptions for building envelope and air sealing measures and uniform heating and cooling degree days to be applied across all measures”
- “Updated parameter that ensures New Jersey’s TRM is consistent with industry, code, and Energy Star updates”; and
- “Modified equations and input parameters for fuel switching situations and for measures subject to dual baseline conditions such as early replacement.”
