Short Description: FY 2026–2027 Delivery Rates and Delivery Service Tariff Updates
Intended Audience: Competitive Retailers
Day Affected: November 1, 2026

Long Description:
Lubbock Power & Light’s (LP&L) FY 2026–2027 Delivery Rates have received final City Council approval and will become effective November 1, 2026. The approved rates will apply to all new 810 transactions created on and after November 1, 2026.

As part of the approved rate structure, LP&L is introducing a monthly Base Charge for all rate classes except Street Lighting. The Base Charge supports rate sustainability by recovering a portion of fixed meter-related costs through a fixed monthly charge. The new charge is offset by corresponding reductions in volumetric delivery rates for certain rate classes to maintain overall revenue neutrality.

Additionally, the FY 2026–2027 rates include an overall 2% rate reduction for the Primary Rate Class.

The Base Charge will be transmitted on applicable 810 transactions using SAC04: BAS003.

Rate Class Monthly Base Charge Delivery System Charge
Residential $2.50 $0.05324/kWh
Secondary ≤ 10 kW $5.00 $0.04600/kWh
Secondary > 10 kW $25.00 $0.00797/kWh + $11.32/kW
Primary $50.00 $0.00651/kWh + $9.28/kW
Primary Substation $75.00 $0.00116/kWh + $7.77/kW
Transmission Delivery $100.00 $0.00089/kWh + $6.26/kW
Street Lighting N/A $0.11026/kWh

In addition to the approved rate changes, the FY 2026–2027 Delivery Service Tariff includes other Chapter 5 updates, including:

  • Additional provisions addressing Master Metering and Landlord Paid Utilities.
  • Clarification that the Service Call Charge is assessed as the service order is completed.
  • Administrative and formatting updates associated with the FY 2026–2027 tariff.

Competitive Retailers should review the updated Delivery Service Tariff and ensure their systems are prepared to receive and process the new Base Charge beginning November 1, 2026.
