Commission Beverly Files Statement In Application Of Washington Gas Light For Authority To Increase Existing Rates And Charges For Gas Service

To set a just and reasonable rate, the Commission must first determine the revenue requirement. Although that determination can turn on resolving legitimate issues of fact (if there are any), it can also rest on the opinions of people with specialized knowledge. It would be helpful if, during the questioning of a witness, counsel explains how the answer to the question or absence of an answer impacts the calculation of the revenue requirement. This can be done either through a direct question to the witness on this point or by laying a foundation for the line of questioning.
