[ *** ] The Authority requests written comments from participants and stakeholders on the potential inclusion of ratepayer assigned DER interconnection costs resulting from the Group Study Process in the CT-Bar capital funding mechanism. Specifically, the Authority requests stakeholders provide the following:

  1. A position statement on whether General Statutes § 16-244z(e) requires that the EDCs obtain cost recovery through the annual RAM proceeding for cost categories (2) and (3) as a prerequisite for completing interconnection upgrades for DER projects. Explain whether this is the exclusive mechanism for cost recovery for interconnection upgrades for DER projects. 
  2. A statement indicating support of, opposition to, or no position on the proposal. Such statement should explain the rationale for the position and identify or provide evidence supporting the position. 
  3. A recommendation to incorporate DER interconnection costs into the CT-Bar incremental capital funding mechanism or to pursue an alternative cost recovery mechanism for system upgrade costs related to interconnection of DER. 
  4. Suggested alternative cost recovery or cost allocation mechanisms for system upgrade costs related to the interconnection of DER if applicable. 
  5. Additional comments regarding opportunities to integrate the Group Study Process with other components of the PBR Framework and IDSP.
