PUC Approves Utilities Alternative Energy Credits RFP

[***] On July 16, 2025, PPL Electric Utilities Corp. (PPL) filed the results of its Request for Proposals (RFP) process and rules to obtain Alternative Energy Credits (AECs) for compliance with Pennsylvania’s Alternative Energy Portfolio Standards Act. This filing included bid results for two RFPs held concurrently. One RFP is the first of four (4) scheduled semi-annual solicitations to obtain Alternative Energy Credits (AECs). The second RFP is the first of two (2) scheduled solicitations to obtain Long-Term PA Solar Alternative Energy Credits (LTAECs) for a period of approximately 20 years. [***]

[***] The first RFP sought procurement of 10,200 Solar Photovoltaic AECs, 182,800 Tier I AECs, and 200,000 Tier II AECs with a vintage period beginning June 1, 2023, through May 31, 2026. The second RFP sought procurement of 15,000 LTAECs annually for approximately 20 years. PPL requests that the Commission approve the bid results for both the July 2025 AEC and LTAEC Solicitations by the close of business on July 17, 2025. 

Further investigation does not appear to be warranted at this time relate to the July 2025 AEC Solicitation, since the results of the solicitation appear to have been conducted in accordance with the RFP Process and Rules as approved by the Commission. However, the July 2025 LTAEC Solicitation resulted in bid prices that were higher than current futures market prices. Therefore, the Commission rejects the results of the July 2025 LTAEC Solicitation and directs PPL to implement its contingency plan related to the July 2025 LTAEC Solicitation. 

We direct PPL to disclose the results of the July 2025 AEC and LTAEC Solicitations in accordance with the Commission’s Secretarial Letter in Re: Disclosure of Default Service Solicitation Results and Creation of a Default Service Rate Calculation Model, issued October 12, 2010, at Docket No. M-2009-2082042.
