Commission Seeks Comments On Utility’s Temporary Emergency Rider

Excerpts from the Order

{***} “This Order addresses CenterPoint Energy Houston Electric, LLC’s April 18, 2025 application to reduce its temporary emergency electric energy facility (TEEEF) capacity rates. CenterPoint seeks approval of the following: 

  1. A solution to make the fifteen 32 megawatt (MW) TEEEF units available to ERCOT and CPS Energy beginning on or around May 1,20252 
  2. a corresponding reduction to the capacity of the company’ s TEEEF fleet pursuant to 16 TAC § 25.560)(1)(1); and 
  3. a reduction and update to CenterPoint Houston’ s Rider TEEEF rate in accordance with 16 TAC § 25.56(j)(1)(E) to reflect the removal of the fifteen 32 MW TEEEF units from the company’s TEEEF fleet, effective July 1, 2025.” {***}

{***} “By May 7, 2025, Commission Staff must file comments and recommendations on the administrative completeness of the application, the sufficiency of the proposed method of notice, and an appropriate method for processing this application.” {***}

As background, CenterPoint Energy Houston Electric, LLC had filed a petition with the Texas Public Utilities Commission to reduce Rider TEEEF (Temporary Emergency Electric Energy Facilities) because the utility had conveyed to ERCOT and CPS Energy fifteen 32 MW TEEEF units currently leased by CEHE, to help address a lack of local capacity and transmission import capacity resulting from the retirement of certain of CPS Energy’s Braunig units.

CEHE had proposed that with the 15 units not being used for CEHE service during this period, CEHE filed to reduce Rider TEEEF as follows:

Residential                     $0.002367 per kWh

Secondary <= 10 kVA    $0.001192 per kWh

Secondary > 10 kVA      $0.420158 per Billing kVA

Primary                          $0.381478 per Billing kVA

Transmission            $0.000000 per 4CP kVA

Lighting                     $0.001675 per kWh
