Virtual Power Plant and Community Solar + Energy Storage Workshops
Workshop meeting #4 was held on March 26th, 2025, and workshop meeting #5 scheduled for 1:00 p.m. CT on April 2, 2025.
As background, In its December 19, 2024 Order on Refiling in Docket 22-0486, the Commission ordered workshops related to ComEd’s proposal for a Virtual Power Plant (“VPP”) and Community Solar + Storage program.
The Commission directed the workshop stakeholders to focus on: (1) customer eligibility, (2) compensation frameworks, (3) penalties for non-performance, and (4) event durations and notice requirements. In addition, the Commission expects that the resulting VPP and CS+S programs will deliver grid value for customers while maintaining the PLR Metric’s focus on peak load reductions. The Commission also clarifies that the programs may be considered holistically, within the PLR PM framework and outside of it.
These workshops are intended to address the Commission’s Order on Refiling in order to settle the issues related to VPP/CS+S or to reduce the number of contested issues in the resulting tariff filing(s).
