PURA Files 2025 Report To The General Assembly Regarding The Electric Efficiency Partners Program

[ *** ] This report is submitted pursuant to General Statutes § 16-243v(i), which directed the Public Utilities Regulatory Authority (Authority or PURA) to establish a program to allow persons to apply for certification and funding as a Connecticut Electric Efficiency Partner (EEP) beginning in 2008. After February 1, 2010, General Statutes § 16-243v(i) allows EEPs to request and receive funding only in response to a request for proposals (RFP) issued by the Authority. On October 19, 2019, the Authority closed the open season request for EEP proposals in light of planned discussions relating to the future EEP Program design in Docket No. 17-12-03RE05, PURA Investigation into Distribution System Planning of the Electric Distribution Companies – Innovative Pilots (Investigation Docket).
On December 22, 2022, PURA issued a Notice of Proceeding in Docket No. 22- 08-07, Innovative Energy Solutions Program Cycle 01 (Program Cycle 1), officially launching the first program cycle of the Innovative Energy Solutions (IES) Program established by the March 30, 2022, decision in the Investigation Docket. Since then, the Authority issued Interim Decisions in Program Cycles 1 and 2, which approved specific projects for funding, and issued a Notice of Proceeding in Docket No. 24-08-07, Innovative Energy Solutions Program Cycle 03 (Program Cycle 3). This Legislative Report (Report) addresses the EEP applications that were approved up to 2020 and describes the activities that occurred from January 2023 through January 2025 in Program Cycles 1 and 2 of the successor IES Program.
