Utilities File Comments On Proposed PY4 Technical Reference Manual

New Jersey utilities File Comments On Proposed PY4 Technical Reference Manual (TRM).

(1) New Jersey Utilities Association (NJUA) supports an “update process where the New Jersey TRM Committee is responsible for establishing Prospective Net-to-Gross [NTG] Ratios, Realization Rates [RR], and In-Service Rates [ISR]… established considering the most recent evaluated results, in addition to mitigating factors, such as changes to program design, systems, processes or other changes,” noting that “Several utilities have identified one or more cases where their utility-specific PY2 NTG, RR, or ISR values do not reflect anticipated results in PY4 and have proposed alternate values”; 

(2) NJUA “recommends edits to the final PY4 TRM include default input values for certain measures to make it possible to calculate savings when certain site-specific information is not available”; and 

(3) NJUA “recommends the removal of the language regarding the documentation required to establish the viability of the existing equipment for residential and C&I custom measures” believing such requirements “should fall under implementation of early replacement programs.”
