ICC Approves ComEd’s TOU Rates

Among other things the order: (1) approves ComEd’s proposed distribution TOU (DTOU) rates though on an opt-in basis, rejecting ComEd’s proposal that DTOU rates be mandatory time-variant supply rate customers; (2) adopts the following time blocks for TOU rates: (i) Morning: 6:00 a.m. – 1:00 p.m.; (ii) Mid-Day Peak: 1:00 p.m. – 7:00 p.m.; (iii) Evening: 7:00 p.m. – 9:00 p.m.; and (iv) Overnight: 9:00 p.m. – 6:00 a.m.; (3) directs ComEd to “determine the amount of avoided or deferred investments attributable to adoption of a DTOU and pass those savings on to customers within a year of implementing the DTOU”; (4) approves ComEd’s proposed Rider EVEN, “which provides for a $2 per month credit for a total of 24 months, so long as the customer is enrolled on a time-variant supply rate paired with the DTOU rate and notifies ComEd that they own an EV”; and (5) “directs ComEd to engage with stakeholders on the potential structure and mechanics of [a supply TOU (STOU)] and a bundled TOU rate,” acknowledging that it lacks authority and sufficient record to formulate an STOU rate in this proceeding.
