More Parties File Comments On Large-Load Customer Model Tariff

Parties filed reply comments on the en banc hearing: 

Vistra commented that “the load forecasting process would benefit from additional context by considering the likely aggregate national demand from data centers.” Vistra also commented in support of reporting criteria to classify loads.

OCA commented in support of a model tariff and provides a set of recommendations. OCA recommends large-load customers be designated as a separate rate class based on their size, and that utility tariffs include binding provisions such as minimum contract terms to protect ratepayers from stranded costs. 

The utilities also provided comments.  PPL commented that “the PUCO should focus upon adopting a policy statement to provide guidance to utilities in developing tariff provisions, instead of implementing a potentially inflexible and overly prescriptive model tariff.” PECO commented in support of customer-developed generation and co-location as long as traditional cost causation principles are applied to the services provided by utilities. Duquesne Light commented on the need for flexible rate design methodologies, supports the concept of load ramping, and bring your own generation that utilizes in front of the meter networked generation.
