PURA Files Notice Of Proceeding In Energy Affordability Annual Review

On April 20, 2022, the Public Utilities Regulatory Authority (Authority or PURA) issued a decision in Docket No. 21-07-01, Application of The Connecticut Light and Power Company and Yankee Gas Services Company, each individually d/b/a Eversource Energy, The United Illuminating Company, Connecticut Natural Gas Corporation, and The Southern Connecticut Gas Company for Approval of Arrearage Forgiveness Program 2021-2022 (Docket No. 21-07-01 Decision), establishing a consolidated, comprehensive annual review proceeding to examine energy affordability matters of electric and gas utility customers in Connecticut (Annual Review). The Annual Review is an opportunity to assess the new and ongoing residential hardship and non-hardship and non-residential energy affordability programs and offerings in a single annual proceeding.
Accordingly, the Authority will use the above-captioned proceeding to review: (1) matters related to energy affordability offerings and programs, including, but not limited to, reasonable amortization agreements, the matching payment program (MPP), and the residential Low-Income Discount Rate, and the impact these offerings and programs have on uncollectibles; (2) the proposed 2025-2026 Joint Arrearage Forgiveness Program (AFP) Plan and associated AFP metrics; (3) The Connecticut Light and Power Company d/b/a Eversource Energy (CL&P), Yankee Gas Services Company d/b/a Eversource Energy (Yankee Gas), The United Illuminating Company (UI), Connecticut Natural Gas Corporation (CNG), and The Southern Connecticut Gas Company’s (SCG; collectively, Companies) joint proposal submitted pursuant to Order No. 10 of the November 6, 2024 Decision in Docket No. 24-05-01, Annual Review of Affordability Programs and Offerings, regarding the application of a Connecticut Energy Assistance Program (CEAP) award to an MPP customer’s bill, arrearage, or both;1 and (4) appropriate modifications of orders in the Authority’s decisions in Docket Nos. 20-07-04, Application of the Connecticut Light and Power Company And Yankee Gas Services Company, Each Individually d/b/a Eversource Energy, The United Illuminating Company, Connecticut Natural Gas Corporation, and The Southern Connecticut Gas Company for Approval of Arrearage Forgiveness Program 2020-2021, 21-07-01, 22-05-01, 2022 Energy Affordability Annual Review, 23-05-01, Annual Review of Affordability Programs and Offerings (Energy Affordability Annual Review), and 24-05-01.
