OH – PUCO Issues Order Lowering Enbridge Gas Ohio Distribution Rates

COLUMBUS, OHIO (June 26, 2025) – The Public Utilities Commission of Ohio (PUCO) today issued an order establishing new lower base distribution rates for Enbridge Gas Ohio (formerly known as Dominion Energy Ohio).  

“Today’s order strikes the appropriate balance in setting rates to assure all customers have access to reliable, safe and affordable natural gas service, while paving the way for continued investments in the utility’s system,” stated PUCO Chair Jenifer French. 

The Commission determined that Enbridge Gas Ohio should lower rates such that its annual revenues decrease by approximately $26.3 million and established a rate of return of 6.60%.

Enbridge Gas Ohio is authorized to continue its pipeline infrastructure replacement program to replace aging infrastructure and its capital expenditure program to recover incremental capital investments through 2028. Any costs under these programs are subject to PUCO review, approval and audit.  

Average customer bill impacts are not immediately available. The Commission ordered Enbridge Gas Ohio to file updated tariffs to implement new rates as soon as possible and notify customers within 30 days of today’s order. 

The price of the natural gas commodity is not affected by today’s order.

Case background 
Enbridge Gas Ohio filed its application to increase its rates on Oct. 31, 2023, seeking to increase its annual revenues by about $211 million. 

On June 24, 2024, PUCO staff filed its comprehensive report of investigation analyzing the utility’s application and making recommendations to the Commission. 

The PUCO hosted public hearings in September 2024 in Akron, Cleveland and Lima to collect testimony from customers. 

An evidentiary hearing took place at the PUCO offices from Jan. 13, 2025, through Feb. 18, 2025.
