Staff Files Memo & Proposed Order Re: ERCOT Budget

For consideration at the November 6, 2025, open meeting Staff of the Public Utilities Commission of Texas (PUCT) have filed a draft order aimed at: 

  • approving the proposed 2026 to 2027 biennial budget of the Electric Reliability Council of Texas (ERCOT); 
  • authorizing EROCT to charge a system administration fee of $0.61 per megawatt-hour (MWh) to support its operations; 
  • approving ERCOT’s request to secure a $25 million accordion line of credit on its existing $100 million revolving line of credit and $25 million accordion option; 
  • approving ERCOT’s request to discontinue its annual reporting of performance measures or metrics used by the Federal Energy Regulatory Commission (FERC) to track the operations and markets performance of other Regional Transmission Operators / Independent System Operators (RTOs / ISOs); 
  • requiring ERCOT to meet performance measures for key Commission priorities; and (vi) issue instructions for the ERCOT 2028 to 2029 budget submission, as authorized by Public Utility Regulatory Act (PURA)1 § 39.151 and 16 Texas Administrative Code (TAC) § 25.363(d).
