PUC Seeks Comments On Proposed Retail Supplier Rule Changes To Implement New Law Including Financial Security Obligations, Customer Information & Enroll By Wallet
The Ohio Commission directs all interested persons or entities wishing to file comments or reply comments with the Commission regarding proposed amendments to Ohio Adm.Code: 4901:1-10-01; 4901:1-10-24; 4901:1-10-29; 4901:1-13-01; 4901:1-13-12; 4901:1- 13-14; 4901:1-21-06; 4901:1-24-10; 4901:1-24-14; 4901:1-27-10; 4901:1-27-14; and 4901:1-29-06 do so no later than November 25, 2025, and December 10, 2025, respectively. As reported previously, on May 15, 2025, Governor DeWine signed Substitute House Bill 15. Among other items, Sub. HB 15 adopted amendments to sections of the Ohio Revised Code, R.C. 4928.08 and 4929.20, as well as adopted new sections R.C. 4928.103 and 4929.222. The amendments to R.C. 4928.08 and 4929.20 instruct the Commission to establish rules to require competitive retail electric service (CRES) suppliers and competitive retail natural gas service (CRNGS) suppliers, respectively, to maintain sufficient financial assurances to protect customers, electric distribution utilities, and natural gas companies in the event of a default. The new sections, R.C. 4928.103 and 4929.222, require the Commission to adopt rules regarding the customer account information needed to verify identity before switching CRES or CRNGS suppliers.
Attached to the Commission’s order seeking comments are proposed redline rule changes including the definition of customer information, utility financial security requirements for retail suppliers as well as proposed enroll by wallet rules.
