Commission Issues Final Order In Gas Utility’s Rate Case

Illinois Commerce Commission (ICC) issued a final order and accompanying appendix in Nicor gas utility rate case.  In this order the ICC approved a rate base of $6.545 billion, and adopted an ROE of 9.6%, which was only 0.75% less than requested.  

In addition this order approves Nicor’s uncontested proposals: (i) to expand the applicability of its volume balancing adjustment, Rider VBA, to include Rate 4 General Service and Rate 74 General Transportation Service classes in addition to the Rate 1 Residential class; (ii) increase the gas supply cost (GSC) multiplier for Rates 6 and 7 from 0.49 to 0.51; (iii) eliminate its $16 per month recording device charge for customers without an AMI device; and (iv) adjust the Rate 74 and 75 administrative charge to $13 per month for all customers, rather than $56 per month for individual customers and $7 for group customers; and (4) approved “Nicor’s proposed rate design to maintain the 50% split between the customer charge and the distribution charge for its residential customers in Rider 1,” with the specific charges awaiting calculation incorporating the approved revenue requirement.
