Commission Files Notice Of Opportunity To Comment And Rulemaking Session On Gas Line Extensions

The Maryland Public Service Commission filed a Notice of Opportunity to Comment and Notice of Rulemaking Session in response to the Commission’s Technical staff filing of December 1, 2025, requesting a rulemaking along with proposed regulations on gas line extensions. 

From Commission’s Technical Staff filing: 

[ *** ] The purpose of this action is to eliminate subsidies for the extension of gas mains and service lines to new customers.  The action will require persons who request new service to pay the full cost of extending service, ensuring that the costs of new gas infrastructure are borne by the customers who cause them, thereby minimizing the risk of future stranded costs for all ratepayers.  This aligns with the State of Maryland’s energy policies and traditional cost-causation principles. [ *** ] 

The Commission is initiating Docket RM 92 to consider the proposed regulations as submitted by Staff.  Interested parties are asked to e-file comments on the proposed regulations by January 14, 2026.

Johnston, Executive Secretary, Maryland Public Service Commission, William Donald Schaefer Tower, 6 St. Paul Street, 16th Floor, Baltimore, Maryland 21202. The Administrative Docket number (“RM 92”) must appear in the subject line of the cover letter. The Commission also gives notice that it will conduct an in-person only rulemaking session on Wednesday, January 28, 2026, beginning 10 minutes after the conclusion of the Administrative Meeting, in the Frank O. Heintz Hearing Room, 16th Floor, William Donald Schaefer Tower, 6 St. Paul Street, Baltimore, Maryland 21202. The purpose of the rulemaking session is to consider whether to publish the proposed regulations as submitted in the December 1, 2025, report, as initially submitted, or revised based on comments received. If the Commission approves the proposed regulations for publication, the proposed regulations will be published in the Maryland Register for notice and comment as provided for by the Maryland Administrative Procedures Act.
