Parties Filed Comments Opposing The Settlement Agreement Between SoCalGas, SDG&E, And Cal Advocates Regarding A Hydrogen Fueling Rate
Re: Utilities SoCalGas and SDG&E jointly filed a Cost Allocation Proceeding (CAP) application to revise rates for gas services, and to implement gas storage related proposals effective 1/1/24 through 12/31/27 rates.
The Utility Reform Network & Southern California Generation Coalition (TURN-SCGC) argue that CPUC should reject the agreement since “by requiring ratepayers to make up any ‘shortfall’ in SoCalGas’s recovery of operational costs, the Settlement Agreement would provide SoCalGas an anti-competitive cost recovery assurance not enjoyed by independent hydrogen fueling stations,” or, alternatively, “should modify the Settlement Agreement to prohibit SoCalGas from recovering any operational cost shortfall from ratepayers”;
TURN-SCGC recommend CPUC “find that the Settlement Agreement fails to satisfy the requirements of Rule 12.1 because it would permit SoCalGas to use a Tier 2 Advice Letter process to recover a shortfall in operational O&M costs without the Commission or stakeholders having a meaningful opportunity to review those costs for reasonableness”;
SoCalGas, SDG&E, and Cal Advocates Reply Comments filed joint reply comments on January 17, 2024.
