PUC Approves Utility’s 2026 Rates & Modifies Default Service Process

The New Hampshire Public Utilities Commission (PUC) issued an order approving Liberty Utilities (Granite State Electric) Corp. d/b/a Liberty’s petition for February 1, 2026 to July 31, 2026 rates and establishes modifications to the utility’s default service process.

“This order authorizes Liberty Utilities (Granite State Electric) Corp. d/b/a Liberty (Liberty or the Company) to recover the costs of power supply through default energy service (Default Service)1 rates for effect during the six-month period of February 1, 2026, to July 31, 2026. The updated Default Service rate for Liberty’s Small Customer Group, which includes residential customers taking Default Service from Liberty, is 13.735 cents per kilowatt hour (kWh), which will result in an increase in overall monthly bills for a typical residential customer using 650 kWh monthly and taking Default Service from Liberty of approximately 4.8 percent, or $8.55, compared to current rates. See Liberty Default Service Petition, Hearing Exhibit 4, at Bates Page 89. This rate includes a charge of 0.950 cents per kWh for Renewable Portfolio Standard (RPS) compliance costs. The RPS costs represent approximately 6.9 percent of the power supply charges for residential customers.”

“The Commission also approves Liberty’s market-based ISO-New England procurement tranche of 50 percent of Small Customer Group load, and 100 percent of Large Customer Group load (which is comprised of Liberty’s Class G1, Commercial & Industrial (‘C&I’) customers) that take Default Service, as initially approved by the Commission in Order No. 28,127 (April 8, 2025), in Docket No. DE 24-061.”

“This order also implements changes to Liberty’s calculation of the proxy prices to be applied to its market-based procurement elements for Default Service supply, to commence for the Default Service period beginning on August 1, 2026, with futures prices alone to be used in the development of the proxy prices. Also, this order will require Liberty to initiate a six-month, rather than 12-month, reconciliation cycle for the Company’s Default Service accounting, to begin with the August 2026-January 2027 Default Service period. These changes were recommended by parties to this proceeding. It is expected by the Commission that these changes will enhance the operation of Liberty’s Default Service process, for the benefit of the Company’s Default Service customers.”
