Commission Files Order Initiating Work Group To Develop Limited Income Mechanisms For Utility Customers

In Maryland the PSC issued an Order initiating a work group to assist in the development of mechanisms to benefit eligible limited-income customers.

Pursuant to legislation enacted by the General Assembly in 2021,1 requiring utility companies to adopt mechanisms to benefit eligible limited-income customers, the Commission initiated Public Conference 59 (PC 59) to hear comments and testimony on this matter. After hearing comments and testimony, the Commission hereby initiates a Work Group on Energy Burdens to propose a mechanism for the Commission’s consideration.

The Commission appoints Commission Advisor David Chy as the Work Group Leader and directs the participation of the Commission’s Consumer Affairs Division and Technical Staff, Baltimore Gas and Electric Company, Delmarva Power & Light Company, Potomac Electric Power Company, Potomac Edison Company, Southern Maryland Electric Cooperative, Washington Gas Light Company, and Columbia Gas of Maryland. The Commission requests the participation of the Office of People’s Counsel, Maryland Energy Administration, Maryland Department of Human Services (DHS), Maryland Department of Housing and Community Development, Maryland Energy Advocates Coalition, Cancer Support Foundation, and Fuel Fund of Maryland.

The Commission also invites other interested stakeholders to participate. Participants shall email david.chy@maryland.gov by January 15, 2025, designating a representative to the Work Group, after which the Work Group Leader shall file notice with the Commission of the Work Group’s membership.
