[ *** ] Given that the Company’s last rate application review was completed six years ago in 2018, the Authority is concerned that there is insufficient time to properly adjudicate both the Rate Application and the PBR Petition within the statutory period for rate amendment applications. Accordingly, the Authority requests that Parties and Intervenors file written comments on or before November 29, 2024, by 4:00 p.m., regarding the following:
- Whether PBR should be implemented with respect to a single public service company or through the adoption of a PBR framework under General Statutes § 16-244aa(b) that is more generally applicable to public service companies or sectors (electric, gas, and water);
2. Whether and to what extent consideration of the PBR Petition should be informed by the ongoing development of a PBR framework for Electric Distribution Companies (see Docket No. 21-05-15 and associated reopeners);
3. Whether performance-based issues that have historically been adjudicated in rate amendment proceedings, including earning sharing mechanisms, revenue decoupling, executive compensation, and return on equity, can continue to be addressed separate from the Petition; and
4. Recommendations on how to address the Rate Application and PBR Petition in a fair and efficient manner, cognizant of the time and resource limits of the Authority, parties, and intervenors.
