Commission Issues Notice Of Rulemaking In Response To PC44 Interconnection Work Group’s Petition For Vehicle-To-Grid Rulemaking Proceeding

On October 30, 2024, the leader of the PC 44 Interconnection Work Group (“Work Group”) filed draft regulations with the Commission pursuant to Order No. 91218. The draft regulations would provide expedited processes to interconnect bidirectional electric vehicle systems–Vehicle-to-Grid (“V2G”)–and ensure that electric companies have adequate time to ensure electric system reliability in advance of these interconnections. Accordingly, the Commission hereby initiates an Administrative Docket, RM 87, to consider the proposed revisions as provided by the Work Group.
The Commission hereby invites interested parties to file comments on the draft regulations by November 20, 2024. The comments should be addressed to Andrew S. Johnston, Executive Secretary, Maryland Public Service Commission, William Donald Schaefer Tower, 6 St. Paul Street, Baltimore, MD, 21202, and reference “RM 87” in the subject line of the cover letter.
The Commission also gives notice that it will conduct a rulemaking session on December 11, 2024, beginning at 10 minutes after the conclusion of the Administrative Meeting in the Frank O. Heintz Hearing Room, on the 16th floor of the William Donald Schaefer Tower, 6 St. Paul Street, Baltimore, Maryland.
The purpose of the rulemaking session is to consider whether to publish for notice and comment the draft regulations as submitted in the October 30, 2024 Work Group filing, or as revised based on comments received. If the Commission approves the draft regulations for publication, the proposed regulations will be published in the Maryland Register for notice and comment as provided for by the Maryland Administrative Procedures Act.
