From the Maryland PSC Notice : 

On October 1, 2024, the Leader of the Maryland Energy Storage Initiative Workgroup filed with the Commission its Phase 1 Final Report regarding the establishment of energy storage programs in line with PUA § 7-216.1. In its Report, the Workgroup requested that the Commission initiate a Rulemaking for the purpose of promulgating the new regulations contained in Chapter V of the report – to facilitate the launch of Maryland Energy Storage Initiative (“MESI”) programs by July 1, 2025.  Accordingly, the Commission hereby initiates an Administrative Docket, RM 85, to consider the draft regulations as submitted in the October 1, 2024 Workgroup report.

Comments on the draft regulations shall be e-filed by November 13, 2024. All comments should be addressed to Andrew S. Johnston, Executive Secretary, Maryland Public Service Commission, William Donald Schaefer Tower, 6 St. Paul Street, 16th Floor, Baltimore, Maryland 21202. The Administrative Docket number (RM 85) must appear in the subject line of the cover letter.

The Commission also gives notice that it will conduct an in-person only rulemaking session on Wednesday, December 4, 2024, beginning 10 minutes after the conclusion of the Administrative Meeting, in the Commission’s 16th Floor Hearing Room, William Donald Schaefer Tower, 6 St. Paul Street, Baltimore, Maryland 21202. The purpose of the rulemaking session is to consider whether to publish the proposed addition of COMAR 20.50.14, as initially submitted, or revised based on comments received. If the Commission approves the proposed regulations for publication, the proposed regulations will be published in the Maryland Register for notice and comment as provided for by the Maryland Administrative Procedures Act.
