OPC and Pepco File Initial Comments in Biennial Review of Standard Offer Service

The Office of People’s Counsel and Pepco filed initial comments in response to the Public Service Commission of the District of Columbia’s notice regarding the 2025 Biennial Review of Standard Offer Service.

The Office of People’s Counsel’s comments discussed how affordability must be considered in the SOS process.  Pepco’s comments discussed how it does not advocate for separating the procurement of capacity for SOS but that RECs could be procured separately to meet the District’s Renewable Portfolio Standard (RPS) requirements.
