Electric Utility Files Proposed SOS Bill Format Changes

An amended application was filed by Ohio Power Company for approval of a change in bill format that the utility had originally included in its application submitted to the Commission for approval on October 10, 2025.

In its original application the utility stated that the “purpose of the application was to provide a bill that enhances transparency and helps AEP Ohio’s customers better understand their electric bills.”

Since the time the original application was filed, “AEP Ohio engaged with interested stakeholders concerning potential changes to the proposed new bill format, and on October 28, 2025, the Company filed a request to suspend the 45-day automatic approval process under Ohio Adm. Code 4901:1-10-33(F) to allow for further engagement and work to address the stakeholders’ concerns. The Commission granted that request by Entry dated November 20, 2025.”

“Since that time, the Company has made significant additional revisions to the proposed new bill formats to address concerns raised by interested stakeholders—in particular, Commission Staff (“Staff”) and the Office of the Ohio Consumers’ Counsel (“OCC”). The Company has worked closely with Staff, including multiple meetings and rounds of revisions, and has incorporated nearly all of Staff’s requested changes. The Company has also incorporated many of the changes requested by OCC, including prominently itemizing each of the riders and charges on the bill. The Company has also circulated drafts of the revised bill formats to Retail Energy Supply Association (“RESA”) and Interstate Gas Supply (“IGS”) but has received no feedback.”
