Settlement Allows AES Ohio To Complete Phase II Smart Meter Rollout

Includes Provision Regarding Retail Supplier AMI Data Access

A settlement among several major parties in a PUC of Ohio proceeding addressing the second phase of Dayton Power & Light’s (AES Ohio) Smart Grid Plan (“SGP”) would allow DP&L to complete the rollout of smart meters in its service area to the remaining 5% of customers.  See ALJ Order that was issued on September 16, 2025.

Settling parties include AES Ohio, PUCO Staff, IGS Energy, the Ohio Energy Leadership Council, Ohio Energy Group, Ohio Manufacturers’ Association Energy Group, and City of Dayton, among others.  The Office of the Ohio Consumers’ Counsel  was not a signatory party to the settlement. 

Among other things the settlement includes:

  • The utility’s commitment to provide retail suppliers and third-parties access to the smart meter data. 
  • Permits AES Ohio to implement Distributed Energy Resource Management Systems (DERMS) including providing information to DP&L about operations of existing DERs and their location, to assist AES Ohio in operating its distribution system.
  • DP&L agrees to publish an online hosting capacity map tool by June 2027.
  • DP&L shall be permitted to provide to retail suppliers the hourly interval data used for billing purposes for the retail suppliers’ own residential customers with AMI installed, without the customer’s consent.

Next steps include:

  • Evidentiary hearing be rescheduled to October 29, 2024.
  • Testimony in support of the Stipulation be filed by October 15, 2024, consistent with Paragraph 12.
  • Testimony in opposition of the Stipulation be filed by October 22, 2024

As background, under Phase 1 of the Smart Grid Plan, AES Ohio is installing AMI meters for 95% of its customers by the end of SGP Phase 1. By the end of Phase 1, AES Ohio plans to install approximately 495,000 AMI meters for customers throughout its service territory

AES Ohio expects that approximately 52,000 customers will not have AMI meters at the end of SGP Phase 1.

During Phase 2, AES Ohio intends to deploy approximately 58,655 smart meters to support remaining customers and expected customer load growth during SGP Phase 2.
