Docket Nos. 24-M-0324 (Regulating Energy Services Company Home Warranty Product Offerings) and 98-M-1343, multiple comments were filed on DPS’s White Paper on ESCO Home Warranty Products which highlighted concerns with the products offered and presented consumer protection recommendations. In their comments, the Joint Utilities said that they support efforts to protect customers and improve price transparency and that ESCOs must break out the costs of the HWP on the customer bill and recommended that only commodity-related charges be included on utility bills. They added that utilities cannot and should not be required to make major system changes to offer a separate line item on the utility bill for ESCO value-added or other non-commodity charges. The City of New York commented that the PSC should adopt strong oversight mechanisms and limitations on HWPs offered by ESCOs.
