ORDERED: (1) that as addressed herein, the provisions of COMAR 20.53.05.06 and 20.59.05.03 are hereby suspended effective on and after January 1, 2025 related to Maryland utilities’ purchase of suppliers’ accounts receivable for residential customers pending a future ratemaking; (2) that Staff shall begin drafting regulations to amend or repeal COMAR 20.53.05.06 and 20.59.05.03; and (3) that Staff’s September 13, 2024 filing required by Order No. 91238 shall address the additional topics outlined in the above ruling.
