Nationwide Energy Partners And PUC Commissioner Files Comments On Aggregate Distributed Energy Resource (ADER) ERCOT Pilot Project

NEP provided comments on the barriers in ADER participation, while the Commissioner’s comments focused on leadership, new members and the selection of a virtual power plant.

From NEP Comments: 

NEP agrees that barriers exist for multifamily properties participating in the ADER pilot, and that these barriers should be addressed in a series of ADER Task Force workshops. At the outset of the ADER effort, NEP, in conjunction with technology partner Armada Power, filed comments on August 18, 2022, identifying related issues and barriers that the pilot program should address and ultimately help resolve. These issues and topics remain ripe for full stakeholder workshop discussions and pilot program testing.

One issue previously identified is to allow customers to use a load serving entity (LSE) for the ADER program but not be restricted to use the same LSE/REP (Retail Electric Provider) for their generation supply This helps avoid situations whereby customers must choose between a great supply product and participation in the ADER pilot program. Having customer flexibility will spur broader ADER participation and ensure reliable ADER megawatts are available to ERCOT without concern of customer disenrollment due to contracts ending with their REP. From Commissioner Glotfelty Comments:

[ *** ] Suggested changes to fix this will require input from the Task Force as well as staff. Three changes that I would like to task force to consider are below:

1. Every consumer should be able to select their VPP provider regardless of their equipment. While there are other examples, the one that comes to my mind is that Tesla Powerwall’s can only participate in a VPP thru the Tesla Retail provider and VPP. This should change. I would ask the Task Force to make recommendations on what needs to happen to ensure this goal is met.

2. Also, the Task force should look at if it is possible for a consumer to select a VPP provider that is not their Retail Electric Provider.

3. The task force should provide a roadmap for the commission on how we get to eighty mws of participation and what is next beyond that. It was my hope when we set this up, that these aggregated resources would be a permanent fixture in the ERCOT software as their Energy Management System was upgraded. Are we there yet? If not, what needs to be done?

4. How does this project expand to allow for larger units, across ERCOT zones to be included?
