From Petition:

[ *** ] the Commission issued Order No. 91168 directing Washington Gas as follows: [P]rovide the notice recommended by [the Office of People’s Counsel (“OPC”)] to all customers scheduled to receive service-line replacements under WGL’s STRIDE plan where such replacements are scheduled to occur after January 1, 2025. WGL shall provide that form of notice to customers no less than 180 days prior to the scheduled service replacement. WGL may petition the Commission for an amended notice time to customers or to propose reasonable exceptions, but must include actual support for such modifications. Any petition for an amended notice time to customers must be filed no later than June 15, 2024. A request for reasonable exception may be made at any time. [ *** ]

Washington Gas Light’s argument:

  1. The Commission Should Reverse Order No. 91168 Because Compliance with Order No. 91168 Risks Delay, Disruption, and Increased Cost. [ *** ]
  2. The Commission’s Decision Does Not Provide a Clear Rationale and Appears to Accept OPC’s Incorrect and Unsupported Assumptions. [ *** ]
  3. Compliance with Order No. 91168 Risks Other Negative Consequences or Practical Impediment [ *** ]
  4. The Commission Should Reverse Order No. 91168 and Require Washington Gas to Provide Customers Notice Upon Approval of the Annual Project List in December of Each Year. [ *** ]
