Commission Issues Notice Of Data Collection For Limited-Income Retail Energy Supply Price Cap Law

In the 2021 legislative session, the Maryland legislature enacted Senate Bill 31 / House Bill 397. This law became effective July 1, 2023, and provided consumer protections to limited income customers by prohibiting retail energy supply companies from making offerings to customers that receive energy assistance through a program administered by the Office of Home Energy Programs unless the offer is previously approved by the Commission. The law also requires the Commission to publish a report each year as stated in Public Utilities Article §4-308(d)(1).

To satisfy the reporting requirements of Public Utilities Article § 4-308 (d)(1), the Commission directs all retail supply companies serving residential customers and all utilities supporting residential level retail supply in their territories to provide certain data responses, which is described in the attached data requests 1 and 2, with associated data reporting templates. Retail supply and utility companies are directed to e-File their responses to the data requests and the unlocked excel data templates in the RM 78 docket within 10 business days.
