Comments Sought Regarding Clean Energy Standard Biennial Review

Department of Public Service Staff and the New York State Energy Research and Development Authority filed the draft Clean Energy Standard Biennial Review (Biennial Review). The Biennial Review summarizes the progress made toward the renewable energy and zero emission goals set by the Climate Leadership and Community Protection Act since the establishment of New York State’s Clean Energy Standard (CES), assesses what remains to be done to achieve those goals, presents policy options and proposals, and invites comments from stakeholders and the public on these or any other matters raised in the Biennial Review.
The Biennial Review begins by presenting the key regulatory actions taken to date to support renewable energy deployment in New York, summarizing the progress made thus far towards the State’s clean energy goals, and assessing the factors that have affected, and may continue to affect progress, toward those goals. Next, the Biennial Review presents the pipeline of contracted renewables from previous CES Tier 1 and offshore wind solicitations and assesses the amount of renewables that would need to be procured to meet the goal to obtain 70 percent of New York’s electricity from renewable sources by 2030. Finally, the Biennial Review presents policy options and proposals for modification to the CES intended to accelerate development and construction of renewable energy resources.
Interested persons are invited to submit initial comments on the Biennial Review by September 23, 2024. Reply comments will be accepted until October 7, 2024.
