Request For Written Comments Filed In Annual Non-Residential Renewable Energy Solutions Program Review – Year 4

To facilitate the Authority’s evaluation of the NRES Program, the Authority requests that docket participants and interested stakeholders file written comments on or before 4:00 p.m. on Monday, June 17, 2024, addressing the following:
- Legislative changes
Public Act No. 24-31, An Act Concerning Solar Projects Throughout the State, was passed in May 2024 and contains a provision allowing the NRES Program to exceed the total cap on available megawatts (MW) beginning in 2025, provided that the aggregate project compensation does not exceed the compensation for projects selected in 2024.
Accordingly, the Authority seeks stakeholder comment on the recommended methodology for selecting NRES projects beyond the available MW cap up to the aggregate 2024 budget, including how such additional projects should be allocated across size categories, solicitations, and electric distribution company service territories.
2. Price cap
The Authority intends to use this proceeding to set the NRES price caps for calendar year 2025 and, accordingly, requests written comments from docket participants and interested stakeholders to inform the price cap setting process. Specifically, the Authority invites comments on the process used to set price caps in 2024 and any suggested changes.
