PURA Files Request For Written Comments In Annual Energy Storage Solutions Program Review – Year 4

[ *** ] To facilitate the Authority’s evaluation of the Program, the Authority requests that docket participants and interested stakeholders file written comments on or before 4:00 p.m. on Tuesday, July 9, 2024, addressing the following:

1. Upfront Incentives

In its Year 3 Program review, the Authority directed the Program Administrators to file a recommendation for new upfront incentive rates for the small, medium, and large commercial categories for the unallocated commercial megawatts (MW) remaining in Tranche 2 of the Program as of June 15, 2024, as well as recommended rates for the MW in Tranche 3. Decision, Nov. 29, 2023, Docket No. 23-08-05, Annual Energy Storage Solutions Program Review – Year 3 (Year 3 Decision), p. 13. Further, the Authority directed the Program Administrators to pause commercial passive dispatch enrollments in the Program after filing such recommendation, or once all Tranche 2 MW have been allocated, until the Authority determines the commercial upfront incentives during the above-captioned proceeding. Id. On May 29, 2024, the Connecticut Green Bank (CGB) notified the Authority that the Tranche 2 incentive block had reached capacity. Compliance, May 29, 2024, Docket No. 23-08-05.

In addition, the Authority directed the Program Administrators to submit any proposed changes to the residential upfront incentive rate for Steps 2 and 3 of Tranche 1 and to develop proposed residential upfront incentive rates for Tranche 2 by June 15, 2024. Year 3 Decision, pp. 9-10.

On June 17, 2024, the Program Administrators filed recommended upfront commercial incentive rates for Tranche 3 and residential incentive rate modifications.1 Accordingly, the Authority requests stakeholder comment on the Program Administrators’ proposed upfront incentive rates.

2. Passive Dispatch

In Order No. 22 of the Year 3 Decision, the Authority directed the Program Administrators to file an evaluation of the current passive dispatch window, including both qualitative and quantitative analysis of the benefits and costs of any proposed passive dispatch window changes and the effects of any passive dispatch requirement changes on each of the Program’s benefit cost tests. On June 17, 2024, the Program Administrators filed compliance with Order No. 22 of the Year 3 Decision.2 Accordingly, the Authority requests stakeholder comment on the proposed passive dispatch changes and their potential impact on the ESS Program, including whether such changes would advance the Program Objectives.
